The scorecard is a control check, not a prediction. It tests whether your submission is complete, evidenced and internally consistent — the failures that cost marks even when the underlying capability is strong. It cannot tell you whether your price will win, because that depends on the buyer's formula and your competitors.
Work the gap list in order of weighting. A missing pass/fail requirement outranks everything else, then compliance with limits and attachments, then evidence quality on the highest-weighted criteria. Leave stylistic editing until the substance is settled.
